2. A Nepali young man was at the door and I asked to speak to a Magistrate or a Clerk to a Magistrate about it. The man called another man who was a Security person by the name of John. I explained the background to the matter that it had arisen from a Speeding Charge imposed on by Kent Police and Malcolm Dodds the Clerk to the Magistrate dealt with it, but he is not here any more. John confirmed that Malcolm Dodds works elsewhere not. He said you cannot just come in here and expect to see someone, you have to telephone for an appointment. I said OK and went out of the door as he advised and dialled 01634 830232. No one picked up the telephone for half a minute so I returned back and explained. John said that there are only three people working at the moment, you have to keep trying or send an email. I said as I jotted down what transpired on the Autorepsonse document (Page 1 of 10, that included the Summons) and said that I did send an email, but did not get a reply immediately and the matter is urgent. He said due to the coronavirus you have to make an appointment. You have to keep trying. I asked John if he could give me the name of a Magistrate or a Clerk to speak to on the telephone. He said, ‘No I cannot throw names at you’. Give them a day or two as you have sent them an email. I said I needed to know what the Magistrate requires me to do, can you at least write down in your Visitors Book that I had come at this time seeking answers. He said No he could not even do that. So I said ‘Ok. So it was a wasted trip from me. He agreed.

I left the Magistrates Court at 13.40 hours.


3. When I reached home I sent an email to my wife Rashmi because she said she is going to call Dr Odesanya again because the medications are not working, you are now more hyperactive doing shit than ever before and I attached to her a copy of the notes I made at Medway Magistrates Court.


4. I then found out that an email had come as follows:

I thank you for being so gracious as to convey to me the best wishes of the morning/afternoon, thanking me for my email and offering to assist me if I had a query with regards to my Claim as forwarded below:

This is very heartening and welcome, and I will waste no time to seek your assistance, as follows:

a) Has Online Civil Money Claims now replaced the County Court Money Claims Centre, and if so can I disregard this Order attached as null and void so that I can lodge my Claims again online: Dr S Panigrahi.PDF. This is very urgent as I need to issue proceedings against nearly 1500 people and institutions for which I am seeking herewith permission to issue proceedings.

b) Can the Court block me therefore in rejecting the attached correspondence from me this morning: To&FromCentralLondonCountyCourt(E35YM660)12Mar2021.docx.

c) How can I get Full Written Reasons ever from the Court's Judgment, Orders and Directions on a particular Claim, as and when these are issued and served on the Claimant or the Defendant with regards to the Primary Claim submitted for the Claim, and for any Costs awarded against the Claimant in favour of the Defendant or Defendants. This question applies to all such Civil and Criminal private prosecutions initiated by the Claimant and Victims of Crime, including Arrest Summons submitted to Magistrates Courts and Crown Courts directly or on Appeal from the decision of the Magistrates Court.

d) Does the Consultant Psychiatrist at a Mental Health Institution of the National Health Service deputise for Her Majesty the Queen as Prosecutor, Judge and Jury on diagnosis/detective work and treatment/prosecutor of suspected forensic conduct that need to be punished by taking away the liberty of the perceived miscreant in its various manifestations, such as incarceration in a mental hospital, semi-detention in the Community under enforced anti-psychotic, anti-depressant and mood-stabilising medications, and restriction of the miscreants work in society by limiting the hours that he or she spends on the internet, disabling and removing from the public domain his websites, and denying him the right to earn a living, and denying him the right to Personal Independence Payments.
