The UK State starts proceedings to have Dr Shantanu Panigrahi medically-incarcerated

I received the following email anonymously this morning from the UK State that shows the depths of depravity that the UK State has sunk to:

re Marked for attention of Dr S Patel Anonymous Remailer (austria) To shanpanigrahi@yahoo.co.uk 21 Feb 2018 at 4:38

To Kelly.mills1@nhs.net Ms Mills, SHANTANU PANIGRAHI Your patient is becoming excessively agitated and paranoid. He is concocting delusional emails to himself, publishing them on his infamous blog and using them as a basis to harass the judicial, legal, police, prosecuting, medical, passport and other authorities of not only the United Kingdom but also of at a minimum three other countries. The only way to ensure he takes the prescribed Risperidone is to incarcerate him. It is now likely that the spouse Mrs Rashmi Panigrahi will sign the necessary documents, if he is held in custody for several days so she has time to gather herself. The poor lady lives in fear of his verbal and non-verbal abuse. Sectioning per the MHA is not an action to be taken lightly but in the present case the risk to reward ratio makes it the most attractive treatment option, and the one which acknowledges the risk to the community of having him at large. The last MH assessment was neutral but acknowledged a need for reassessment. That time has come. Please remind the delightful Dr (S) Patel that if our worst suspicions are confirmed and Panigrahi runs amok, these email warnings which he ignored will come back and haunt him – if not bankrupt him. For pity’s sake, act before there is a Greek Tragedy. (Neighbo r)

Dear Jan Inghelram

1. Thank you very much for clarifying this issue. My normal course as a Blogger when receiving a request like yours would be to make another separate and appropriate entry in my Blog referencing the offending section of the Blog so that my readers are able to know your position clearly in order to clarify the point that you have raised. This would be the normal thing for me to do as my Blog structure is rather too complicated to have to delete a section altogether without causing major disruption to how my readership assesses the contents. Please however confirm to me the precise Order of the General Court concerning this issue in that the Court requires me to remove all references to the 4 February 2018 email and I will take the appropriate action.

2. Incidentally, please note that I have not yet received the General Court's judgement on the attached application email: ToGCRegistryGeneralCourt12Feb2018.docx. As specified in my application I must have the written judgment of the General Court before the end of March 2018, the sooner the better so that I can plan my travel to Greece knowing that I will be able to have a good holiday in Greece and also return to the United Kingdom unhindered by the UK State's criminal persecution against me.

3. I am due to make an appointment to see my doctor Dr Sudhir Patel on the morning of Friday 23 February 2018 to discuss these issues, so please acknowledge receipt of this email immediately with your response to the above queries.

Yours sincerely

I acknowledge receipt of your email dated 23 February 2017, and wish to advise you further.

I note from your correspondence that you have referred to a criminal matter. Please note that we are unable to assist you with this as we have no remit over criminal matters, we deal solely with complaints about police misconduct. We would advise you discuss any criminal matters with the police directly, or seek legal advice.

With regards to the recording decision, please note that we are referring to the decision made by the Professional Standards Department (PSD) of Kent Police as to whether they will formally record your complaint against their force, not the criminal matter you reported.

1. Following this comment from Lee Neiles DI I telephoned 101 and reported the crime insisting that a European Arrest Warrant be issued against Mr E Coulon, Registrar at the General Court of the European Union concerning the organisation of this crime. No one would listen to me at the end of that conversation with Kent Police officials and I had to give up.

2. This shows that Lee Neiles advice to me has once again proven totally without merit and he should have forwarded the matter as I asked him to. Subject: State-organised persecution by the UK State

To

Registry of the General Court of the European Union

Rue du Fort Niedergrunewald

Dear E Coulon

1. I received an anonymous email yesterday seemingly from an agent of the UK State that contained the following section:

From: Tribunal General de La Union Europea, CVRIA Luxembourg

Date: 02/02/2018

Dear Sir

The Registrar of the General Court acknowledges receipt of your emails of 31/01/2018 and 01/02/2018.

The Registrar regrets to inform you that these further communications are apparently malicious, abusive and threatening, and that a formal complaint about you has been made to the UK Kent Police.

Any reply you send to this office will be forwarded, unread, to the UK Kent Police.

E. Coulon

Registrar

Registry of the General Court of the European Union

Rue du Fort Niedergrünewald, L-2925 Luxembourg

2. I am aghast at what is written and wish to have the issue clarified from you. For the record, I did not send you any email on 01/02/2018, let alone sending you anything ever that was malicious, abusive or threatening in any way. Further I did not receive any email from you on 2/02/2018.

3. It would appear that this attribution has been engineered by the UK State against me in the most criminal manner imaginable. Please therefore review the matter immediately.

4. I am copying this to Kent Police to have the culprits brought to justice.

Yours sincerely

Dr Shantanu Panigrahi

IOPC reference - 2018/099477

To

Dear Dr Shantanu Panigrahi

I acknowledge receipt of your email dated 23 February 2018, and wish to advise you further.

I note that you have requested the IOPC investigates your police complaint.

Please be aware that the complaints process is set out in legislation, covered by the Police Reform Act 2002 and the Police Reform and Social Responsibility Act 2011. The IOPC must act according to it's role as set out in this legislation. It cannot act where the relevant authority to deal with a complaint, is the police force. Under the terms of the legislation, the IOPC is required to forward complaints to the appropriate authority for consideration, in this case it was the Kent Police.

Unless the police complaint meets our mandatory referable criteria (or it is voluntarily referred to us by the force) as set out in Schedule 3 (para 4) of the Police Reform Act 2002, it is likely to be subject to a police investigation. A referral to the IOPC will only apply to a very small number of cases. In the vast majority of cases a complaint will be dealt with locally by the police force.

I trust this clarifies our position, however if you have any queries about the information provided, please call us on 0300 020 0096.

Yours sincerely,

Beth Coulton
