Dear Sirs

The complaint of mine is separate from the complaint of my wife which was restricted to the return of her four items of property seized by Kent Police (desk-top computer, USB Memory Stick, Amazon Fire tablet, and Mobile Phone for which she had to pay a lot of money for their replacement.

My complaint is about PCNicholls and DC Field as this email clearly sets out. PCNicholls with the aid of his Supervisor deprived me of a Duty Solicitor tor represent my defence to the court of justice both after the 16 September 2021 interrogation at Medway Police Station and at the arrest venue of North Kent Police Station where I was held for 5 hours with PCNicholls explicitly mentioning that I was a mentally deranged individual with paranoid schizophrenia to the Duty Seargent who was in attendance. DC Filed should have had access to all the materials exchanged by email between myself and Kent Police at the Enquiries Desk and with PCNIcholls since 15 September 2021. Instead despite repeated telephone calls that I made to Kent Police for speedy resolution of this crisis incident for me, she kept hiding behind her desk and would not telephone me back nor send me an email.

As I have clearly said in my email, I am a law-abiding citizen and believe in helping the Police with their enquires until the Police is satisfied that I have personally not done anything wrong in my dealings with Katrina Sale or anyone else for that matter.

So please give me DC Field's email address so I can communicate with her directly in writing in order to identify the source of the 1500 criminal anonymous emails that I have received since 2018 and so have my employers, my consultant psychiatrist and care coordinator to deprive me of a livelihood. My email account was clearly hijacked by trolls or it could have been an organised syndicate as I wrote to you about.

PC Nicholls cost me a job at Challenge.trg when he arrested me for no good reason and there were no arrest or seizure warrants issued for the confiscation of our property. That is clearly a criminal charge and DC Field is covering it up. No crime Reference Number for 7 months of delays and harassment on me from Kent Police has been received. Until that happens, I have nothing further to say to Kent Police. The matter is sub-judice.

Yours sincerely

OFFICIAL-SENSITIVE

Good morning Dr Panigrahi,

In our letter we state: “We are writing to you in respect of your email dated 19th April”.

This relates to an email which was sent directly to the Professional Standards Department from yourself and received on 19th April:

In your email it appears that you are making an allegation against DC Fields of ‘acting criminally’. We do not have any complaints previously recorded where DC Fields is named as a subject of a complaint. Therefore, if this is a new complaint that is separate from the matters previously investigated and recorded, we would require further information before we are able to proceed with the complaint. If this is the case, please respond by providing the details as requested in our ‘Further Information’ letter. Without further details relating to a new complaint, the department will be unable to assess this and make a determination as to whether this can be recorded and investigated through the complaints process.

Further, the Professional Standards Department have no outstanding or live complaints for you which are under investigation. Your previous complaint recorded under reference CO/00107/22 was finalised in February of this year. The outcome documents were sent by email which included details of submitting a right to review to the appropriate review body. To date, we have not received any correspondence relating to an appeal being requested, and therefore the matter is considered to be resolved. Should you wish to appeal the outcome for this complaint, we would ask that you refer to our email dated 4th February of this year which was addressed to your nominated Agent, Mrs R Panigrahi, and use the contact details provided to submit an appeal request to The Office of the Police and Crime Commissioner (OPCC).

However, if it is not your intention to make a new complaint, but rather to receive an update on an ongoing crime report or court case, the Professional Standards Department are not in a position to assist with this. We would instead ask that you correspond directly with the officer who is handling your crime report and any court cases, as they will be able to help you.

Kind regards,

Complaints Team

Dear Sir

What is this email about: I would like to know if you would send me a copy of the 19 April letter that is referred to in the L270422- Complaint further information.pdf. This is because I was under the impression that this matter had long been settled in that DC Filed had accepted the contents of my Defence as attached: DEFENCE STATEMENT ON HARASSMENT.docs.

Please let me know whether the investigation of the attached matter NorthKentPoliceReleasewithoutbail.pdf by DC Field has not been completed as yet because I do not wish to prejudice her findings. I am available to clarify whatever issue is still outstanding in this matter as I believe that one should always assist the Police with their enquiries no matter what: that is how a good society is maintained.

Yours sincerely
